Upon the election of President Lincoln in November, 1860, the Southern States began passing the Ordinance of Secession, and declared themselves out of the union. On April 12, at half-past four in the morning, Fort Sumpter was fired upon and after a bombardment of forty-eight hours Major Anderson with less than one hundred starved and tarnished men surrendered, at 9.30 o'clock on the morning of Sunday, April 14, 1861.
The effect of the firing upon Fort Sumpter was electrical and never had the country been so aroused; the uprising of the North was such as the world never witnessed before; party lines were ignored; the North was united with one common motive, the union "must be preserved.
On Monday, April 15, President Lincoln issued a proclamation calling for 75,000 volunteers to serve for three months. The people all over the north rushed to arms, recruiting offices were opened in Manchester as in all northern cities and, on April 17, three men from Goffstown, William E. Hardy, Robert Richards and Jason Miller were enlisted by John L. Kelley, afterwards captain of Company C, 1st New Hampshire Volunteers, and on the 18th, and 19th George W. Wells and W. H. H. Black enlisted in same company. Hardy, Richards, Wells and Black served in the company; Miller later in the navy.
On the following Monday, April 22, nine men, William B. Adams, Clifford K. Burns, John Brown, Benjamin D. Belcher, Solomon M. Smith, Edwin Stark, Albert Story, Leavitt D. Sleeper and Willard P. Thompson enlisted in the Abbott Guards of Manchester, which afterwards became Company I of 2nd Regiment, New Hampshire Volunteers.
On the 3rd of May the President issued an order that no more volunteers for three months be enlisted, and 42,000 volunteers for three years be raised instead, and New Hampshire's proportion would be one regiment. Accordingly the 2nd New Hampshire Regiment was mustered for three years, Brown, Story and Thompson re-enlisting in Company I. The others except Adams and Sleeper all saw active service later.
The President realizing the magnitude of the rebellion called for 300,000 volunteers to serve for three years or during the war; enlistments followed through the summer and fall in the 3rd, 4th, 7th, and 8th regiments and battery, and at the end of the year the town had furnished her full complement of men. At the June legislature an act was passed authorizing towns to aid the wives and families of volunteers, and on the 10th of October a special town meeting was called:
"Voted to pay the wives and families of volunteers according to the law passed at the June session of the legislature."
"Voted that the selectmen be authorized to borrow a sum not exceeding $1,000 to pay the wives and families of volunteers."
At the annual meeting held on the 11th day of March, 1862, "Voted that the pay be continued to the wives and families of volunteers."
During the spring and early summer of 1862 there were but few enlistments; the New Hampshire regiments already in the field were then disposed as follows: the 2nd and 5th and Battery were in the army of the Potomac, and were engaged actively in the Peninsula Campaign; the 3rd and 4th were in South Carolina; the 6th, was in North Carolina; the 7th was at Florida; and the 8th at Ship Island, all of which had met with quite a reduction either from active service or disease, or both.
The Peninsula Campaign had not been a success. On the first day of July the President issued a proclamation calling for 300,000 volunteers to serve for three years or during the war, and a little later for 300,000 volunteers to serve for the period of nine months. The town "voted to pay $125 to all who should enlist or had enlisted to fill the first 300,000 quota, to be paid when they are mustered into the United States service." "Voted to pay those that should enlist for nine months $125 when they are mustered into the United States Service," "voted that the selectmen borrow money and pledge the credit of the town for the same," and "voted that the pay be continued to the families and dependents the same as heretofore." "The selectmen are authorized to borrow the money for that purpose."
Immediately following this, men began to volunteer, and the quota of the town was soon filled. Those volunteering were enrolled as members of the 9th 10th, 11th, 15th and 16th regiments.
At the annual town meeting holden March 10, 1863: "Voted that the selectmen borrow as much as shall be needed to pay the wives and families of volunteers as heretofore, and likewise that the same aid be furnished the widow and children of those who have died in the service of the United States or those who may have been discharged for disability."
At a special town meeting held on the 1st day of August, 1863: "Voted to pay any drafted man or his substitute or volunteers the sum of $300 after he has been mustered into the service of the United States ten days," "voted that the selectmen be authorized to pay the drafted men and volunteers out of any money in the treasury not otherwise appropriated."
At a special town meeting holden on the 8th day of September, 1863, "Voted to pay each man that has enlisted since January 1, 1863, $300," "voted to pay each drafted man or his substitute $300 after he has been mustered into the service of the United States ten days." And in accordance with the foregoing votes $300 was paid to twenty-three men, all or nearly all of whom enlisted in the 1st and 2nd companies of Heavy Artillery then stationed at Portsmouth, N. H.
In 1863 a draft came, and the town paid each drafted man $300. On October 17, the President issued a proclamation calling for 300,000 volunteers to serve for three years, and the quota of the town of Goffstown was twenty-three men, on account of which proclamation, a special town meeting was holden on the 3rd day of December, 1863:
"Voted to pay a bounty of $300 to each volunteer that enlists from the town of Goffstown."
"Voted that the selectmen pay $258.04 to each volunteer that enlists from Goffstown, and take an assignment from the volunteers of the State and the United States bounty, and enlistments and substitutes filled the quota." The men being assigned to regiments then in the field. At the annual town meeting held on the 8th day of March, 1864:
"Voted that the selectmen borrow a sum of money sufficient to pay the wives and families of volunteers."
"Voted that the selectmen pay the widows and children of those who may have died in the service of the United States, or those who may have been discharged from disability."
At a special town meeting held on the 7th day of July, 1864: "Voted that the selectmen borrow $20,000 to fill the quotas of the town of Goffstown for future calls." At a special town meeting held on the 26th day of July: "Voted that the selectmen be authorized to borrow $40,000 on the credit of the town to procure soldiers to fill the quota of said town for the present call for men." At a special town meeting holden on Tuesday, the 18th day of December, 1864: "Voted that the bounties be continued to the volunteers and substitutes up to thirty-eight men," "voted that the selectmen be authorized to give the notes of the town of Goffstown to any person who enlists in the service of the United States or furnishes a substitute for the sum of $100, for those who enlist for the term of one year or furnish a substitute, and $200 for those who enlist for two years or furnish a substitute, and $300 for those who enlist for three years or furnish a substitute." "Said notes to be given on demand with interest, provided that the number shall not exceed thirty-eight."
During the year 1864 various calls for volunteers were made to serve for one, two and three years, exceeding 800,000 men. The quota of forty-six men was filled by re-enlisted veterans, volunteers and substitutes who were assigned to regiments in the field, the navy, 1st New Hampshire Cavalry, 1st New Hampshire Heavy Artillery and 18th Infantry.
At the annual town meeting held on the 14th day of March, 1865: "Voted that the selectmen be authorized to borrow on the credit of the town $1,000 to aid the wives and children of volunteers." This was the last vote passed by the town as a war measure.
On April 9,1865, General Lee surrendered, which was virtually the close of the war. The confederate army of the Peninsula, Antietam, Gettysburg, Cold Harbor and before Petersburg now reduced to a fragment was paroled; many of them had to be supplied with food and transportation in order to reach their homes. Peace once more returned, peace purchased at a terrible cost. The army was disbanded and the citizen soldiers once more returned to the civil walks of life, and enjoyed their former avocations.
For four years had been maintained the largest army ever known in the United States, over two and a half million of men having been enrolled. To those returning a cordial welcome was extended, but what shall be said of those who did not return, brave, true, loyal men? They went forth to protect our country and protect its flag in time of danger. Our fallen heroes, they fell in battle; they perished on the march; they died in hospitals; they starved in rebel prisons rather than be false to the flag to which they swore to be true; they returned to their homes to die a lingering death. So long as the republic lives, the names of those brave men will be held in lasting remembrance by a grateful people.
Gettysburg, Cold Harbor, Fort Wagner and Petersburg are associated with him who met a hero's death in the face of the enemy, and Libby, Andersonville, Salisbury and Danville are synonyms of starvation and death to the Goffstown soldier.
A debt of $47,495 was incurred, which reached its high water mark in March, 1865. The debt with the loss of life, the suffering, the suspense of the wife, mother and sister, represent in part what it cost to preserve the Union and protect the flag.
The town paid the following named persons who were drafted in 1863 $300 each: G. Byron Moore, Daniel W. Hoit, George W. Townes, Edward B. Fellows, Andrew J. Phelps, Charles F. George, Albert P. Little, Gideon Flanders, John Hanson and Benjannin P. Stinson.
The town paid the following named persons who furnished substitutes $600 each in 1864, state bounty advanced: Kendrick Kendall, Charles W. Cheney, Jr., Nathaniel E. Kimball, George M. Eaton, John S. Little, David S. Ferson, Joseph Cram, Abner Hoit and Henry W. Hadley.
The following named persons furnished substitutes and the town paid $300 to each man by note, as by vote of the town December 13, 1864: Silas W. Little, Francis Martin, William H. H. Hart, Hezekiah Blaisdell, Van Buren Martin, John G. Dodge, Jr., James H. Conner and John Durlap.
